Need cold calling & cold messaing software advice.

I want to know best setup for having a medium-sized team manage cold calls both with and without Hubspot.

I also want to know best setup for sending bulk text messages with management with Hubspot (without having to pay for Hubspot though).

Please recommend 2 softwares and setup please. Budget if I use is $10.
