I need cold calling / telemarketing assistant

I am Project Manager from https://techbayservices.com, we are looking for cold calling / telemarketing assistance.
Currently we are looking for clients only interested in our website development service
I have a few questions:
1. Do you have raw client data for potential clients who will be interested in?
2. How much will you charge for long time working with us. We have a different proposal the way we are willing to work with our assistance:
a. You get payment per lead + for per project (if a lead converts to a successful client ) we honor you 10%
of our profit.
