Cold calling

We have some basic stages set up in our CRM for overdue accounts and would like to have a trigger to register these accounts in an email campaign to entice them into any sort of arrangement,
I want this process to include emails, text messages, mail and phone calls. Anyone we hire for the company should be able to operate the system with ease.
