Set up an anti-spam bot for Telegram-chat

Main goal:
Set up an anti-spam bot for the Telegram group. The bot must be able to:
— Ask users when they join if they accept the chat rules;
— Remove spam and unwanted content (abusive language, languages other than English, links, etc.);
— Ban and mute users who violate the chat rules;
— Set restrictions for newly joined users; - It will be nice if you can suggest additional useful features (!)
