Telegram Bot Automation & Integration

I run several active Telegram groups and need a streamlined way to stay on top of daily engagement without living in the app. I’m looking for a developer who can create (or customise) a Telegram-based manager that
• automatically sends predefined welcome and announcement messages,
• adds, removes, or mutes members based on simple rules I can edit, and
• schedules posts in advance so content drops at the exact time I set.
A key requirement is direct integration with Instagram: when I publish a new post or story on Instagram, I want the tool to grab the content (caption, image or video link) and queue it for Telegram with minimal delay. I’m fine if you rely on official APIs, a headless browser workaround, or proven third-party libraries—just tell me what’s sustainable.
Core tech is up to you, but I’d like something maintainable in Python or Node using the Telegram Bot API. A small web or CLI dashboard where I can update message templates, scheduling times, and member rules would be perfect.
