SMS Forwarding Black Box Solution

I have a SIM Card which receives messages, these messages need to be logged, and depending on content forwarded to several other SMS numbers as well as an email address. The box needs to have a web configuration page and the ability to show all messages coming in. I need the hardware, software and setup completing. The ONLY thing I can supply is the existing physical SIM card
