US Based Pay-Per-Call Number Setup

I need an experienced telecommunications professional to help in setting up a US-based phone number or international that charges tariffs per call. Ideally, you should have a strong background in setting up phone services such as Google Voice, Twilio, or RingCentral or any others that would support this type of service . The objective is to set up a phone line that:
- Has a US area code or international
- Charges the caller a fixed-rate per call.
- Can be set up on any service including but not limited to Google Voice, Twilio or RingCentral.
Experience in telecommunications and phone service setup is desired, along with a problem-solving attitude and detail-oriented mind.
