IT paper essay

Hello,
I am working on an IT paper, essay format, and I am looking for an exchange partner with who I can speak and exchange ideas on format, topic and methods. It must be someone experienced in IT and with a vast experience in the field. The paper that I am already working on has a limit of 3000 words written in Harvard style with quite a lot of references.
My budget is 120€ fix, I cannot negotiate as I do not have more available.
