Writing technical proposal

I am looking for a skilled freelancer who can assist me in writing a technical proposal to propose a solution to a technical problem. The proposal needs to be in a Word Document format and should be more than 7 pages long. Virtual reality project has eight scenarios talking about crimes in two days
