Is there anyone who is familiar in writing concept notes for UNICEF programs?

We are a national NGO working with UN entities. We need a writer to respond to a call for Expression of interest to design a program and write a concept note as an Emergency/ Humanitarian Interventions - Social Behavior Change (SBC): SOCIAL MOBILZATION, COMMUNITY ENGAGMEENT AND FEEDBACK (AAP).

Writer shall design and write a concept note to cover the overall objective of the program. Which is:

• Invest in the sustainability of SBC (SM and CE) interventions planned and implemented with/for communities
• Design localized SM and CE strategies with robust behavioural evidence-tracking mechanisms.
• Empower communities to own and promote positive behaviours for surviving and thriving of their children.
• Increase accountability to the affected population by ensuring safe, accessible, and inclusive communication, engagement, and feedback platforms.


The written concept note should respond to specific outputs specified by UNICEF. Following outputs needs to be designed and reflected in the Concept the writer is expected to produce.

To address the key areas of SBC interventions, the following outputs are expected to be achieved:

Output 1: The implementing partner and its affiliate agencies/organizations have the commitment and capacity to incorporate and implement SBC interventions in their organizations. This output will be achieved through the following activities:

• Training of facilitators from IP and its agencies on efficient CE, CF and AAP interventions.
• Building capacity of SBC cadres at the community level (social mobilizers, community influencers) in CE, CF and AAP interventions led by trained facilitators

Output 2: The local stakeholders at the community level have committed to designing and implementing the SBC action plan to promote life-saving behaviours and practices. This output will be achieved through the following activities:

• Map out and engage local influencers in developing and implementing SBC localized strategies.
• Design contextualized and efficient social mobilization micro plans in participation with community members and affected communities.
• Conduct community-level dialogues/discussions/sessions in targeted districts to develop and implement SBC local strategies.
• Support referral of cases from communities to the essential services. For example, children with severe malnutrition, children who missed immunization, children out of school etc.

Output 3: The targeted community members are participated in and discussed life-saving key behaviours and practices which cover health, nutrition, WASH, education and child protection. This output will be achieved through the following activities:

• Conduct SBC interventions through the trained social mobilizers, community leaders/influencers and other SBC-support cadres (school management members, youth network, women groups etc.).
• Set up and utilize behaviour tracking mechanisms at the community level to ensure tracking and analysing the behavioural results guide adjusting/validating the SBC interventions
• Ensure reporting mechanism are in place to monitor data regularly based on the set indicators (shown below)
• Ensure secure Feedback and Complaint mechanisms are established and referral pathways to other stakeholders/actors are well designed and in place.

Reach:
Number of people reached with key behavior change messages and lifesaving information on humanitarian situations and outbreaks.

AAP:
Number of people who shared their concerns and asked questions/clarifications to address their needs through established feedback mechanisms.
