Technical Proposal Writing_ for UN Women Program

We are a contractor for Government and International Agencies. We perform services in facility & Camp management and other general life support services under Fixed-Price & Term contracts. This time, we have been invited to respond to an RFP of UN Women for Professional Services to facilitate and provide job opportunities for skilled women in Afghanistan. It requires us to write a detailed Technical Proposal, prepare and submit a complete Proposal Package for submission. Including the financial proposal. For this purpose, we need to hire an expert to write a professional Technical Proposal and prepare bidding documents; that will be submitted to an International entity for a bidding process. The Expert should have the knowledge and previous experience in writing technical proposals for government or international entities’ RFPs and Solicitations. The expert should be willing to share with us samples of his/her relevant similar work done previously. *** WE NEED TO HIRE EXPERIENCED PROFESSIONALS WHO HAVE THE PREVIOUS KNOWLEDGE AND THE CAPACITY FOR THIS JOB. FREELANCERS WHO DO NOT HAVE RELEVENT EXPERIENCE &KNOWLEDGE OF THE JOB; PLEASE DO NOT BOTHER; AS WE WILL EVALUATE/INTERVIEW THE CANDIDATE BEFORE HIRING. We require the freelancer to write a Technical Proposal & prepare a complete proposal package for submission for the RFP - facilitate and provide job opportunities for skilled women in Afghanistan The Technical Proposal, Writer shall write a Technical proposal and Propose a methodology to cover the overall objective of the program. Which is: Intervention targeting fresh graduate women and build their capacity in life skills, job search and job readiness skills that will enable them unlock job opportunities in Private Sector Companies as source of income to improve their livelihoods. The intervention is targeting fresh graduates in five provinces i.e., Kabul, Kandahar, Herat, Bamiyan and Nangarhar. This context must include these Tasks: 1- Carry-out assessment study of the selected 6-8 Private Sector companies 1.1- Development and finalization of assessment tools 1.2- Carrying out assessment at field level 1.3- Draft and finalize assessment report as per feedback from UN Women (assessment report format to be approved by UN Women) 2-Training / Coaching 150 selected applicants on soft skills (in five locations mentioned above) 2.1- Selection of beneficiaries through launching a national call for applications. 2.2- Selection of 150 best candidates in consultation and agreement with UN Women (based on a pre-determined criteria). 2.3- Delivering one-month training on job application and employability skills training opportunities including resume writing, interviewing skills, communication skills, leadership and communication skills 3- Placing the trained 150 women graduates with the private sector companies for a six-month apprenticeship programme. and paying monthly stipend to each beneficiary for six-months 4- Transfer of monthly payments to 150 participants for six months in five locations mentioned above) and paying monthly stipend to each beneficiary for six-months   freelancer shall prepare and compile a complete proposal package which includes the following sections in addition to above: (company related documents i.e. business license, previous experience, CVs, reference letters, will be provided by the company) Evaluation of Technical Proposal ETP (attached) is a crucial part of this project. Technical Proposal must address to all points at ETP. A 3rd party Quality Control team shall check the content produced by the freelancer with ETP to make sure the content produced includes and matches all the requirements under ETP. ETP and SOW is attached. Full RFP documents will be shared with the freelancer after the candidate is chosen to be hired. Work shall be completed section by section and sent to our QC Team for review and comments. Payments will also be released in milestones for each section.
