Proposal to Offer Webinars for Nurses Association

We are looking for someone with experience in organizing and hosting webinars for the healthcare industry, to assist in completing an application to a state nursing association to be authorized to offer webinars.
The webinar topic is "How the Work with Difficult Patients and their Families". The application has specific standards with companion questions to complete, which then requires the freelancer I hire to work with me on the answers to the questions and insert them with appropriate verbiage in the application. The goal is to garner approval from the state association.
I believe that initially three hours of work would be appropirate.
