Need technical guidance/validation

Hello,
I have a business idea that I need your technical expertise and validation to vet the idea and help me understand the feasibility of and provide a technical understanding of how I can implement this for my clients - which are colleges and universities.
Deliverables: Either a clickable wireframe, process flow, or a 2–3-page document that will list the technical steps to implement the idea.
I want to take this and present it to my business development partners and my engineering team. So, it needs to cater to both the audience and make business sense as well.
Timeline: I'm looking to have a concrete plan to present to my business leads by November 3rd.
Business Idea: I want to create/integrate a capability inside the course selection application or LMS for faculties of colleges and universities such that for each course in the course catalog, we present the faculty with an OER (Open Education Resource) course match and provide the course outline and topics covered in the course. We also want the faculty to create their own course if they want to use this kind of feature: Pressbooks educational products | Pressbooks
