Looking for a technical writer

I'm looking for a good writer who can write a document for my students on the topic of "Software Testing". I recently hired but the freelancer is not much responsive after accepting the project so I'm looking for serious person who can take it seriously.

First I'm looking for table of contents and once it got approved we go from there. Thank you!
