HORSE RACING SOFT WHARE desktop progamme

I'm looking for a computer programmer who can develop a desktop software for horse racing.
This software will be a statistical prediction model software, and it will need to be programmed for use on a Windows device. The software should include authentication and access control measures, however only if needed.
The goal of the software is to assist with handicapping and predicting winning horses in various horse racing competitions. Preferably, the software should allow users to input data prior to the race and then analyse the data in order to generate more accurate predictions. The user should then be able to view the predictions prior to placing a bet.
The successful programmer will be expected to deliver the software on time and to specifications, with high levels of usability, robustness and security.
