GitHub Migration Whitepaper

I'm seeking an expert to create a whitepaper that gives information for customers on the value of migrating from Azure DevOps to GitHub. I'd like to showcase how this motion aligns with the future of the Microsoft technology ecosystem, and have a strong focus on the value of moving away from Azure DevOps Pipelines and taking advantage of GitHub Actions. The whitepaper should incorporate any available case studies and/ or success stories, along with information from Microsoft and/or GitHub on the technology platforms, including differences, benefits and long-term value of making the move to GitHub.

Requirements:
- 1-2 case studies
- Focus on challenges faced and solutions implemented
- History of Azure DevOps and GitHub and information on the value between GitHub above Azure DevOps
- Focus on innovative capabilities of GitHub
- Highlight performance improvement between Azure DevOps and GitHub
