Troubleshoot and fix CCBILL IPN

About the project:
We have two websites which have been using ccbill for a number of years.
Recently about 50-70% of new payments do not trigger the user to get upgraded on the site. We have gone back and forth with our server team and ccbill who do not have any idea what the issue might be.
There can be literally one user who gets upgraded then 30 minutes later a user who will not.
This job is to trouble shoot and fix this issue so that users accounts are upgraded when they pay.
Other details:
- The new hire should be available to start right away.
- All potential candidates must be interviewed.
