Fix Missing “Place Bid” Option

Every time I try to quote on projects the “Place a Bid” button simply never appears, so I am completely unable to submit my proposal.
The issue is clearly on the bidding side—not a general account or system outage—because everything else on the platform loads fine. I just cannot get past the final step of actually sending the bid.
What I need from you:
