Fix Autoscroll & Tab Flood

My Windows PC has started scrolling up and down on its own across every program, and at the same time Twitter keeps launching duplicate tabs in my browser without me clicking anything. I need someone who can remotely diagnose what’s causing both problems, stop the unwanted auto-scroll behaviour completely, and eliminate whatever is triggering the extra Twitter tabs.
