IT Expert Needed to Remove USB 3.0 Port Restrictions (BitLocker Read-Only Issue)

I need an experienced IT professional to help me remove USB 3.0 port restrictions on my Windows laptop. Currently, I am unable to save any files to external USB flash drives or SSDs — they are recognized as "read-only." When I connect any external storage device, I receive a BitLocker encryption prompt (screenshot attached), which prevents writing new files.
