I a team of specialists to develop a project Like ChatGPT in addition to many features and everything has to be done completely from scratch

I am looking for a team of specialists to develop a project similar to ChatGPT, with additional features. The project should be developed on a web-based platform. I am open to suggestions for the programming language or technology stack. However, I would prefer everything to be done from scratch with native technologies.

The additional features that I want to include in the project are advanced customization options and will be discussed with the freelancers
