Sell and produce cosmetics in UK

We would like to produce and sell cosmetics - organic body butter (ingredients: organic shea butter, organic avocado oil, vitamin A, vitamin E, organic tapioca starch). We are not citizens of the UK but since it is easier to open a company there I will need help to regulate it legally. I need to know which documents are needed o start the production and what needs to be done step by step to fulfil all the legal obligations of production and selling cosmetic product. We are small business so out budget is limited
