Unlock Locked Windows XP System

My Windows XP machine is virtually unusable: every Group Policy restriction imaginable is active—no Control Panel, Run dialog, right-click, or system utilities. Even Safe Mode demands an Administrator password that I no longer have.
What I need is straightforward: regain full access to every feature of the operating system. I do have Acronis True Image backups and I’m willing to restore from them if that’s the cleanest route, but I’m also open to a direct fix if you can clear the policies and reset the Administrator account without a full image restore.
Your work can be done remotely (RDP, AnyDesk, or another secure tool). Once the job is finished I expect to log in locally with an Administrator-level account, open the Control Panel, and confirm that all policy-based locks have been removed.
