Windows: Allow sign-on for local processing when no Internet is Available

My Windows PC requires a password be entered to use it. However, I also use it for non-internet activities. Without internet access, it doesn’t allow me to sign on to use it.

I want to be able to use my PC for non-internet processes when there is no internet available.

Describe what you can do and any increased risks involved or how you are averting any increased risks.
