PacketFence cluster setup -- 2

I’m looking for someone that has deep knowledge in packetfence install and setup packetfence to fit our needs.
We will run packetfence in Linode with 3 VMs. We will use it as a multi tenant setup to manage our customers networks that are at customer locations. We are also wanting to have a captive portal for each customers WiFi.
For the master tenant that will be used by us to manage the system and tenants, it should use SALM authentication.
For tenant accounts, it should be able to authenticate via the customer's Active Directory, SALM, and/or Azure AD since each customer can be different.
For tenant wifi captive portal, they will have a guest portal and a corporate portal. The guest portal should allow registration for guest users to use their email to connect. Guest accounts should be limited to a bandwidth plan such as 5mb/second and should be limited to a certain time before having to sign in again such as 12 hours. The corporate wifi captive portal should authenticate to the customer's AD, SALM and/or Azure AD.
It’s important that the setup is multi-tenant to manage customers' remote networks and provide WiFi captive portals for each customer.
The system should check each device connecting to determine if that device contains our security software before allowing it to connect.
We will need you to install picketfence as a cluster, configure it for multi tenant, configure one customer network and WiFi portals to prove its working as we expect, and provide us with detailed documentation on how it’s set up and how to set up a customer. We will test the documentation by following it to set up a second customer. If all works as expected, we will post additional projects for packetfence and hire you for all of those future projects.
We are looking to immediately hire someone to complete this project as soon as possible, so please do not bid if you are not an expert in PacketFence and able to do this fast.
