Optimize Proxmox Windows VM Performance -- 2

I’m running a multiple Proxmox VE hosts and the Windows guests on them are crawling. On one machine alone we have a 24-core CPU with hyper-threading and roughly 100 Windows VMs. Unless I throttle each VM, the processor sits at 100 % all day, and even with limits in place users still complain about sluggish application response, high CPU and RAM usage, and painfully slow ERP and database sessions delivered over RDP.
I have already tweaked individual VM settings and experimented with different CPU configurations, yet the gains were marginal. What I need now is a seasoned Proxmox specialist who can:
• Audit the current node- and VM-level configuration (storage, CPU pinning, NUMA, ballooning, VirtIO drivers, caching, scheduler, etc.)
• Benchmark and profile the Windows guests that run our database servers, ERP system and remote desktop sessions
• Deliver an actionable optimisation plan, clearly stating which settings to apply, what trade-offs to expect, and whether continuing with this VM density is technically sound
• Implement the agreed-upon changes and provide before-/after-metrics so we can quantify the improvement
