Docker Expert Needed for Alma Linux

Our Docker instance on a WHM server is not starting up, journalctl -xe reports the following:
"The unit docker.socket has entered the 'failed' state with result 'service-start-limit-hit'."
/etc/docker/daemon.json file seems to be missing as well.
We require an experienced system admin with expertise with Docker, as well proficiency with WHM. There are important Docker data that are still intact, and the freelancer should be confident to be able to troubleshoot the issue making sure Docker is running again and existing Docker apps still work.
