Location Based Reminder

It can be useful to have an app send a reminder to get up and move when working a desk job, or doing other tasks that involve lots of sitting. The vast majority fix the reminders to certain times during the day - ie 2pm, 3pm, 4pm etc. This is a good idea in theory, but in practice our days are not so cookie cutter - for example if I have reminders set for 2pm, 3pm, and 4pm, but I have to get up for something at 2:30pm, I'll be prone to ignore the 3pm reminder because I was already up. This throws off the schedule - leaving me to remember on my own to get up at 3:30pm and 4:30pm, or to just sit longer than I want and get up at 4pm. In addition, this problem would get me in the habit of ignoring reminders.
Fixing the reminders to location instead of clock times fixes the problem - the app needs to time how long it's been in a location, and send notifications at time intervals the user selects. This way, the app can track how long the user has actually been sitting, rather than blindly sending reminders based on preselected clock times.
The app needs to have options to organize the locations by whitelist or by blacklist. The whitelist option would allow the user to select locations where the app should remind them - it will function in no other locations. The blacklist option would be the opposite - the app would function everywhere except in locations chosen by the user.
I am looking for feasability and a cost estimate - how difficult would it be to create and how much would you charge? Message me with the answers to these questions. I am not sure the price range I selected is accurate.
