Build me a video app

Hi! I'm trying to make a video delay app in which shows recorded footage but with a delay added to it. he app would have 2 views, one delayed view which shows the delayed footage and one live view (small window at bottom corner) which shows what is currently being recorded. The user would be able to change the time duration that the video is delayed while the app is recording and this change would be updated in the delayed view.

We would like to add several other features to it as well.
