Convert Rhino 3D Line Drawing (DXF) into a Watertight 3D Printable STL

I have a 3D model that was originally created in Rhino and exported as a 3D DXF. The model currently consists only of lines/curves (wireframe geometry) and has no surfaces or solid body.
I need an experienced 3D modeller to convert the wireframe into a watertight solid model suitable for 3D printing.
Requirements:
Import and interpret the existing 3D DXF wireframe.
Create appropriate thickness/geometry around the linework.
Generate a clean, manifold, watertight solid body.
Ensure the model is suitable for FDM/resin 3D printing.
Repair any geometry issues that may arise during conversion.
Deliver the final model as STL
