Animated SVG Creation

Description:
I have an existing SVG file that needs to be turned into a smoothly animated version.

What needs to be done:
Convert the static SVG into an animated SVG (no Lottie, no video formats).

Every 2–3 seconds, the status should switch:
First: Gateway A = Active (green) and Gateway B = Under Review
Then switch: Gateway A = Under Review and Gateway B = Active (green)

The arrow icon in the circle must continuously rotate in a smooth loop.

The entire animation must run in an infinite loop.

The final delivery must be a fully animated SVG file that can be embedded directly on my website.

Requirements:
- Keep the original design exactly the same (except for the animations).
- Smooth, professional transitions (no flicker or jumpy states).
- The green color used must match the original SVG.
- Must work in all modern browsers (Chrome, Firefox, Safari).

Before starting the project, please confirm:
- How fast can you deliver this? (e.g., 24 hours, 48 hours, etc.)
- What is your fixed price for this project?

I prefer SVG, not interested in Lottie
