solar frame for single solar panel

I need structural engineer review and provide approval for my simple wood solar frame. This frame support single solar panel sitting low on ground. It will be made of pressure treated 2x4. Base will be a square frame, and anchored to ground using pair of 10" anchor bolt in concrete footing (15" deep 6" diameter hole). Single solar panels will sit sideways, low to the ground and will be fastened to pair of 2x4 which is secured to the base using galvanized bolt. Basically if you can picture a tent where edge framed with 2x4, and solar panel sitting on one of the face, that's the design.
