pylon pole load inspection for blade sign

I am in need of an experienced individual to conduct a pylon pole load inspection for a blade sign that I am buying. The pylon pole is a height of less than 20 feet, however, the weight of the blade sign is unsure exactly, it is around 4' x 8. I have a specific deadline for this inspection, within a week. The individual assigned with this project should have the necessary tools and equipment to ensure that the inspection of the pylon pole load is done according to the highest safety regulations. The person should be able to provide evidence of a successful inspection and be available to communicate throughout the project to ensure the success of the job. There should be a written report that would allow for the sign company to proceed with building and installing the sign, and be usable for getting a Chicago sign permit / right of way permit.
