I need plans signed and sealed

I have commercial construction drawings for a project that were already signed and sealed from Jacobs Engineering. The permitting department for the city is subcontracted from Jacobs which creates a conflict of interest. I need an independent PE to sign and seal the drawings. The project is for a concrete pad and a metal canopy structure in a water treatment plant.
