I need a basement with poured walls with a poured ceiling and garage designed on top.

I am looking to build a basement 15'Wx15'L 8'H with stairs , have the walls poured or ICF and then have the roof of the basement poured to build a small workshop with multiple windows and skylights with stairs leading to the basement. The shop will be used for garden projects, fixing small lawn mower and storing plants.
