metal building foundation

this project is an issue, the metal building was in the etj, was under construction and then annexed into the city. it does not have a formal slab design. in 25 years never encountered this problem. I have 20 videos and 100 pictures of slab pre pour. as well as sizes of beams and locations on each column line. it is a very sound a professional install. am willing to provide xray or coring for testing. I need a stamped concurrence letter certifying slab. also need our metal building from national supplier stamped. Please assist
