Structural engineer report for knocking through an internal wall

I am looking at knocking through an internal wall between a toilet and bathroom to create one larger room. The property is a maisonette in a larger block where i am the leaseholder and the Council the freeholder. The Council has that I need to provide a structural engineer report for the wall I wish to remove. The property is Blackheath, Greenwich, London.
