Structural engineer

I would like to add a second story to my home. It currently is a story and a half. Currently the house is sitting on a gradebeam sitting on crushed stone. Can this foundation handle this? If not, can underpinni g be a method to strengthen it.My draftsperson is running behind and my timeline is running short.
