Structural drawings for small water tower

i need to build a water tower, 4.3m by 3.4m. to carry water tanks. the load of water is approximately 10,000 liters at each level. The ground floor to have toilets.

I need, drawings to show the foundations and pillars and structural elements, like the kind and amount of steel to put and the patterns of steel formation. - assuming standard soils.
