Signed stamped plans for a Florida permit application, to anchor a shipping container on agricultural acreage

I need 2 signed stamped plans ( my county wont accept electronic submission ) to anchor an unmodified 40ft shipping container to comply with local codes... There is no slab this will be a concrete pillar and possibly ground anchor installation. I can supply sketches of the types of anchors I have and methods of attaching but not plans because I don't know dimensions' of footers or spacing of anchors, that's what I need from you.
