Roof Load Assessment for Scaffolding

I need a structural engineer to assess the load-bearing capacity of the existing roof. This roof is part of a government building and is made of EDPM with an existing skylight enclosure. The assessment needs to take into account a temporary scaffolding enclosure, which will be used for enclosing the work area during the skylight removal and new wood and metal framed roofing structure installation. Key environmental factors to consider include:

- Wind Loads: Given the location of the building, potential windy conditions need to be factored into the assessment.
- Snow Loads: Winter conditions, which can result in heavy snow accumulation on the roof, should also be considered. An alternate method would be snow removal during the course of construction which was acceptable to the owner.

Ideal candidates for this project would have extensive experience in structural engineering, specifically with historic government buildings and EDPM roofs. Please include relevant work samples in your bid.
Attached is a scaffolding design that requires additional existing structural calcs to determine its suitability in resisting the applied forces. See highlighted general systems platform note #2 per previous comments and discussions with the GSA. My current engineer will not provide this calculation nor will the GSA's engineer.
