Need structural engineer for a permit

For 2 different projects in california; a 7'x16' cmu wall with stone veneer one side and a ventless fireplace in the center. Building dept requires it to be attached to the house at some place-- I'm thinking just at the base, only a 12" connection, because I want it open 12" from house above that. Also have a covered patio cover.
