I need a licensed forensic engineer to carry out an on-site investigation of a residential property in Oak Ridge, Tennessee. The focus is squarely on basement moisture levels, but the work naturally touches the wider structural foundation so we can confirm whether water intrusion is compromising integrity.

Here’s how I see the assignment unfolding:

• Initial consultation to review any existing drawings, photographs, or homeowner observations.
• On-site inspection of the basement and accessible foundation components, including moisture meter readings, infrared scan (if available), and visual documentation of seepage points, cracks, or efflorescence.
• Identification of the moisture source(s) and explanation of the mechanism—hydrostatic pressure, grading, plumbing leaks, vapor diffusion, or a combination.
• Concise, stamped report summarizing findings, photographs, data logs, and a prioritized set of remedial recommendations that a contractor can follow.
• Optional brief call afterward to clarify technical points for the homeowner’s insurer or contractor.
