Engineer Needed for Building Inspection Sign-off

I have a building that was once a restaurant. I purchased the building and turned it into a hardware store. One end of the building has a 35'x9' room that served as the kitchen. When I remodeled the building I removed all the cooking equipment but left all the electrical and plumbing and uesed it as storage. I have now decided to turn room back into a kitchen and create a separate business. But I am having a problem whith the building department issuing me a permit for construction. I have not constructed anything but before I can get a business license I have to get a building permit and because I'm not a licensed GC and the building is over 5000 sqf. The will only except a license GC and engineer stamped plans. I am for looking for someone that can sign off on my drawings and send a letter to the building department that will override there inspection. Anyone up to this challenge.
