Design a Structural Underground Utilities Trench and Service Road

We would like to get your best offer to design our project which consist of internal road to serve a 250,000 m2 of storage area, the design will consist of two parts the first: underground concrete utilities trench with a level of -5.5 m below the ground level for an area full of underground water, together with asphalt road with a width of 18 meter above the trench made by earth work back filling and asphalt layers which must afford the heavy trailers supposed to pass over the asphalt road and to guarantee the road quality for min 20 years with out any settlement or underground water pumping or any defection in the concrete trench.
Also we would like to request from you to prepare a document "Particular Specification" to include the technical specification which we need to construct the project.
