WooCommerce Time-Zone Shipping Setup for stripe

I need my WooCommerce store to charge different shipping rates depending on the customer’s time-zone at checkout. There are three distinct zones I’m working with and each needs its own flat-rate table that will play nicely with my existing Stripe gateway.
