My neighbors blocked the stormwater ditch. Now the stormwater is backing up upstream and flooding my property every time there is some rain. The County tells me i'm being flooded because my grass is too long and my downspouts are too short. I need a stormwater engineer to prove its because of the dam that I'm being flooded.
