Fix Steam API microtransaction website error

I am looking for an experienced programmer to help me fix a Steam API microtransaction website error. The estimated time needed for the task is 1-4 hours and the website is hosted on a remote server. The website uses PHP language. The successful candidate must have knowledge of the Steam API and efficient problem solving skills.
The error started to happen mid December of last year. since then, users have been able to log in but no go fully through the processes to buy in-game items via our website.
The API can pull the user data from Steam but it looks to be an issue once it tries to start a transaction.
The attached file is an extract of the code. The last block is the error that shows up on the UI.
