I need help formulating a two-stage stochastic optimisation model for ventilator allocation

I have simulated demand for ventilators for a 1 month period for 4 different regions under 3 different scenarios. I need help formulating the constraints in CPLEX to maximise ventilator demand satisfaction. The first stage decision variable has the option of taking on a specific value. Please help
