Power Bi Measure to calculate average of 3 values in a row (not moving/rolling average)

I have a table that looks like this.
Index MATNR VALUE expected column
1 A 30
3 A 32
4 B 33 31,67
6 A 35
7 B 30
10 B 32 32,3
I need the average of each 3 rows, sorted by (non continious) index.
This is the start of a project to calculate the conformity of taken samples from production.
After this job we can clarify to move on, as this is the start of a small project.
So if you are interested in some DAX calculations we can keep on working together.
